Elections. Most of the evidence says Harris has a narrow lead in the polls but concludes that the election is anyone’s to win. A compelling case can be made that the link matters more than a small percentage chance of uniqueness.
Farm Bill. As noted last week, there is no movement for any changes and an extension of the current bill is a given. It will be part of the Continuing Resolution (CR).
CR. Congress only has 9 days to pass a CR when it returns next week. This is a decent disadvantage given that it is at the “top of the docket,” but Johnson has already decided to attach an unpopular policy rider — The SAVE Act — so it’s unclear if there is any link uniqueness.
Permitting reform. An LDr ran this last weekend, but at best it will come up in the lame duck session.
